Sturgeon County Election Information

Election day is Monday, October 18.

Voting stations will be open from 10:00 a.m. to 8:00 p.m.

Sturgeon County has a division system (or ward system) where one Councillor is elected from each of the six divisions . Sturgeon County’s Mayor is elected at large (all electors vote for a Mayoral candidate).

It is important for electors to know in which division they reside so they can research their local Councillor candidates and plan to attend a voting station where they are eligible to vote on election day. Sturgeon County also provides various voting options for people with mobility issues including Special Ballot and Elector Assistance at Home. A special voting opportunity will also be held for residents of West Country Hearth.

Elector Eligibility

A person is eligible to vote in the municipal election if the person:

  1. is at least 18 years old;
  2. is a Canadian citizen;
  3. resides in Alberta, and
  4. is a resident of Sturgeon County on election day.

A person is eligible to vote in the municipal election if the person: 

  1. is at least 18 years old; 
  2. is a Canadian citizen; 
  3. resides in Alberta, and 
  4. is a resident of Sturgeon County on election day.

Proof of identity and current residence is required to be able to vote in municipal elections in Alberta. Any of the following documents that include the elector’s name and address will be accepted: 

  • Photo identification issued by a Canadian government or agency, whether federal, provincial or local, or an agency of that government that contains a photograph of the elector and their name and current address; 
  • Bank or credit card statement or personal cheque; 
  • Correspondence issued by a school, college or university; 
  • Government cheque or cheque stub; 
  • Income or property tax assessment notice; 
  • Insurance policy or coverage card; 
  • Letter from a public curator, public guardian or public trustee; 
  • Pension Plan statement of benefits, contributions or participation; 
  • Residential lease or mortgage statement; 
  • Statement of government benefits: e.g. employment insurance, old-age security, social assistance, disability support, or child tax benefit; 
  • Utility bill: e.g. phone, public utilities commission, television, electricity, gas or water; 
  • Vehicle ownership, registration or insurance certificate; or 
  • A letter or form confirming that the person lives at the stated address. The letter can be signed by any of the following: 
    • authorized representative of a commercial property management company; 
    • authorized representative of a correctional institution; 
    • authorized representative of a First Nations band or reserve; 
    • authorized representative of a post-secondary institution; 
    • authorized representative of a facility that provides services to the homeless; or 
    • authorized representative of a supportive living facility or treatment centre. 

If the elector’s identification shows a post office box number as the address instead of a residential or legal address, it will be accepted as verification of current address if, at the discretion of the Presiding Deputy Returning Officer at the voting station, it is in reasonable distance to the local jurisdiction in which the elector is seeking to vote. The post office box address does not need to be within the municipal division in which the elector is seeking to vote.

Election day is Monday, October 18. 
Voting stations will be open from 10:00 a.m. to 8:00 p.m.

Advance voting is an option for residents who are unable to vote on election day or who may wish to take advantage of the convenience that advance voting offers. Advance voting is available for all Sturgeon County residents. Advance voting will take place at the Morinville Rendez Vous Centre, 9913 – 104 Street, Morinville, on the following dates: 

Saturday, October 9, 2021 – 10 a.m. to 2 p.m.
Tuesday, October 12, 2021 – 10 a.m. to 8 p.m. 
Thursday, October 14, 2021 – 10 a.m. to 8 p.m. 
Saturday, October 16, 2021 – 10 a.m. to 2 p.m.

An elector who is unable to vote at an advance vote or at a voting station on election day because of physical disability, absence from Sturgeon County, or by virtue of being an election official at a voting station other than that for the elector’s place of residence, may apply to vote by special ballot. 

Special ballot requests can be made until 4:30 p.m. on Friday, October 15, 2021, and can be made by telephone, fax, in person at Sturgeon County Centre, by email or by submitting online request through the button below

When a special ballot request is made, the Election Office mails voting instructions and a blank ballot to the elector to be completed at home. The elector must follow the voting instructions very closely and return the completed special ballot package to the Sturgeon County Election Office by mail, courier, or in person. Completed special ballot packages must be received by the Election Office no later than 4:30 p.m. on election day, October 18, 2021. 

A record of electors requesting special ballots is kept and is available to candidates upon request. Special ballot packages will be sent to electors following nomination day and beginning on September 22, 2021.

Any elector who, because of physical disability, is unable to attend a voting station during the advance vote or on election day, may request elector assistance at home. This service involves two election workers attending the residence of the elector to collect their vote. 

This service is available on the following dates and times: 

Saturday, October 9, 2021 – 10 a.m. to 2 p.m.
Tuesday, October 12, 2021 – 10 a.m. to 8 p.m.
Thursday, October 14, 2021 – 10 a.m. to 8 p.m.
Saturday, October 16, 2021 – 10 a.m. to 2 p.m. 

Electors wishing to use this service must phone 780-939-8279 or email election@sturgeoncounty.ca with at least 48 hours’ notice to ensure the availability of election workers.

A special voting opportunity will be held for residents of West Country Hearth. This institutional voting opportunity will ensure facility residents have a convenient, safe voting opportunity without having to leave their home. 

This voting opportunity will be held at the West Country Hearth facility on election day, October 18, 2021, from 10:30 a.m. to 1:30 p.m. Only residents of West Country Hearth will be eligible to vote at this voting station on election day. Non-residents attending West Country Hearth on election day will be redirected to the Villeneuve Community Hall.

Printed copies of the following documents are available for pick-up at County Centre starting Monday, January 4, 2021.

*The Nomination Handbook reflects information available to Sturgeon County as of the date of publication. Potential changes to Provincial legislation governing municipal elections including the Local Authorities Election Act may require amendments and updates to this Handbook from time to time. Candidates downloading or referencing this Handbook should check back frequently for updates. Each updated version of the Handbook will indicate the revision date and changes made since the previous edition for ease of reference.

On October 18, residents in Divisions 3, 4, 5, and 6 will vote for a Division Councillor. Residents in the Sturgeon Public School Division Wards 2 and 7 will vote for public school trustee and residents in the Greater St. Albert Roman Catholic Separate School Division Ward 1 will vote for 4 separate school trustees. All residents will also be eligible to vote in the Province of Alberta Senate candidate election and Referendum votes.

A candidate is acclaimed into a role when they are the only person who submits nomination papers for the position. For the 2021 Sturgeon County municipal election, the following individuals were the only ones who submitted nomination papers and therefore assume the respective roles:

  • Alanna Hnatiw, Mayor
  • Dan Derouin, Councillor, Division 1
  • Kristin Toms, Councillor, Division 2

Even though the Mayor and Division 1 and 2 Councillors have been acclaimed, there are still opportunities to vote in the other elections taking place on October 18, including the Province of Alberta Senate Election and Referendum Vote, as well as public and separate school trustee elections for residents who reside in wards where there are school trustee elections occurring.

Residents can use this tool to search their address and find out which municipal division and school division ward(s) they reside in.

You can vote at any one of the voting stations within your municipal division. Find the voting stations in your division.

Election day is Monday, October 18.  Voting stations will be open from 10:00 a.m. to 8:00 p.m. The times of advance voting vary depending on the day. Check the website for advance vote details.  

Proof of identity and current residence is required to be able to vote in municipal elections in Alberta. Visit the Voter Identification Requirements section for a list of acceptable forms of identification.

Election worker positions were advertised the month of August and closed on August 30, 2021. All positions to work the 2021 Municipal Election in Sturgeon County have been filled. The election office is taking names of individuals interested in working the election and will contact these people only if a position becomes available.

No, Sturgeon County does not provide transportation to the voting station. Electors should visit the Sturgeon County website to determine if they are eligible to vote by special ballot or Elector Assistance at Home.

  • unable to vote at an advance vote or at a voting station on election day because of physical disability
  • absence from Sturgeon County
  • being an election official at a voting station other than that for the elector’s place of residence

Electors can vote only in the Ward in which they live.

Sturgeon County will follow all provincial guidelines to protect the health and safety of electors, including requirements to wear face coverings, social distancing, and sanitation. Where possible, election workers will be behind a plexiglass barrier when serving electors.

The special ballot, also known as a mail-in ballot, is only available to people with specific needs: 

  • unable to vote at an advance vote or at a voting station on election day because of physical disability
  • absence from Sturgeon County
  • being an election official at a voting station other than that for the elector’s place of residence

Sturgeon County does not verify eligibility to vote by special ballot – this is the responsibility of the elector.

Municipalities are required by the Government of Alberta to provide these voting opportunities in conjunction with 2021 local authorities elections.

Alexander First Nation members can vote by special ballot (mail-in ballot), during any day of advance voting, or at the Riviere Qui Barre Arena on election day.

Members of Alexander First Nation can use any of these forms of ID to vote, in addition to a federal “Indian status” or local “band card”.

Sturgeon County residents who wish to vote in the public school trustee race can vote for trustee on election day if they reside in Sturgeon Public School Division Wards 2 or 7. Residents wishing to participate in the advance vote for the Sturgeon Public School Division need to contact the School Division.

Sturgeon County residents voting in the Greater St. Albert Catholic Schools Ward 1 separate school trustee election will be able to vote at the same time as any Sturgeon County municipal voting station opportunity.

Each local authority is responsible for coordinating its own voting opportunities. In the Election Services Agreement signed between Sturgeon County and the Sturgeon Public School Division, the School Division made the decision to offer separate advance voting opportunities, which is not in the control of Sturgeon County.
