ICF Discussions Focus on Review of Funding Models

Joint Statement: Morinville, AB – The negotiating teams from Sturgeon County and the Town of Morinville held a regularly scheduled meeting on April 1, 2019 to further discuss Intermunicipal Collaboration Framework, in accordance with the Modernized Municipal Government Act (MMGA).

The discussion focused on a review of potential funding models that could be used for funding projects and/or programs in the future. Each model was examined against a set of criteria and future opportunities to ensure a collaborative approach to governance, revenue sharing, mutually beneficial economies of scale and economic sustainability. Administration were directed to conduct further analysis regarding the funding models prior to the next meeting of the negotiating teams on April 25.

“Choosing the right funding formula is key and it’s another important piece of the collaborative work we are doing to provide benefits to the residents of each municipality,” said Town of Morinville Mayor Barry Turner.

“We’ve made some progress coordinating our approach to funding models. We need to examine them in more detail to ensure we are making informed decisions to benefit residents,” said Sturgeon County Mayor Alanna Hnatiw.

The Town of Morinville is represented by Mayor Barry Turner and Councillors Nicole Boutestein and Stephen Dafoe. Sturgeon County is represented by Mayor Alanna Hnatiw and Councillor Karen Shaw and Deputy Mayor Patrick D. Tighe. The group will host an Intermunicipal Affairs Committee (IAC) meeting on May 6, 2019 to share information from the negotiating teams to both Councils.

Background:

Under the Modernized Municipal Government Act, municipalities with common boundaries, must, within two years create a framework that:

  • Provides for the integrated and strategic planning, delivery and funding of intermunicipal services, such as water and waste water, solid waste, transportation, recreation and emergency services.
  • Stewards scarce resources efficiently in providing local services, and
  • Ensures municipalities contribute funding to services that benefit their residents.
