Annexation Application Made to Municipal Government Board

The City of St. Albert, in partnership with Sturgeon County, is pleased to announce the submission of its annexation application to the Municipal Government Board (MGB) on December 23, 2020.

The MGB is an independent and impartial quasi-judicial board established under the Municipal Government Act, which reviews annexation applications and provides a recommendation to the Province of Alberta’s Minister of Municipal Affairs and Cabinet. The MGB administers the formal process for the receipt, processing and public hearing elements of annexation applications in Alberta.

The City of St. Albert expects the MGB’s process to start in early 2021 and anticipates a decision from the Province before December 31, 2021. If approved, the annexation will take effect January 1, 2022.

“This is great news for our city and the broader Edmonton Metropolitan Region, and is made possible thanks to collaboration with Sturgeon County,” says City of St. Albert Mayor Cathy Heron. “Completion of the annexation will ensure that the region is well-positioned for future growth and will assist with provincial-wide economic recovery post-pandemic.”

Annexation is the process which changes the municipal boundary and transfers municipal jurisdiction from one municipality to another. As the annexation applicant, the City of St. Albert undertook multiple forms of public engagement and completed all necessary technical studies required to support its application. The City of St. Albert and Sturgeon County finalized negotiation of the annexation agreement in the fall of 2020.

“Sturgeon County and the City were able to achieve an uncontested annexation thanks to our positive working relationship and the joint goal to provide development certainty for landowners. We look forward to the next phase of this initiative, which will be led by the MGB,” says Sturgeon County Mayor Alanna Hnatiw.

Now that the City has submitted its application, affected parties may make representations directly to the Board. The MGB will provide the public with information about its process in local newspapers. The application materials will also be made available on the City’s website in the near future.
