The highlights from the Sturgeon County Regular Council Meeting

Here are the highlights from the November 10 Sturgeon County Regular Council Meeting:

Mayor Hnatiw proclaimed that:

• November 15 – 21, 2020 is Métis Week in Sturgeon County
• November 27, 2020 is Go Purple Day in support of those living with family violence (#WhereToTurn)

Council discussed:

• Bylaw 1510/20 to amend Land Use Bylaw 1385/17 – Goose Hummock Golf Course
  Council gave second and third reading to a bylaw amending the Land Use Bylaw to change the classification of a 10-acre parcel adjacent to the Goose Hummock Golf Course from Agriculture to Recreational for development of a campground site. Goose Hummock recently acquired the land because of a lot-line adjustment with a neighbouring acreage. Council considered the input provided during the October 27 session and indicated that the concerns raised are to be addressed as part of the permitting process for the campground.
   
• Bylaw 1520/20 – Amendment of Establishment of a Subdivision Authority and Bylaw 1339/14 – Assignment of Subdivision Authority within Limited Annexation Area and Bylaw 1521/20 – Amendment to Establishment of a Development Authority Bylaw 1338/14 – Update to the Development Authority Bylaw
  Council gave first reading to two bylaws dealing with the portion of the lands that are being annexed by the City of St. Albert that are subject to a proposal by a local land developer to provide lands for a new school site. The first (1520/20), will provide authority for the County to appoint the City of St. Albert as the Subdivision Authority for these lands, while the County maintains responsibility for statutory plan amendments including redistricting. The second (1521/20), will appoint the City of St. Albert as the Development Authority for the portion of lands being annexed by the City and subject to a proposal by a local land developer for a new school site.
   
• Bylaw 1517/20 – Council Committees Bylaw (Repeal and Replacement of Bylaw 1381/16 and Bylaw 1420/18)
  Council gave first reading to a new Council Committees Bylaw. This bylaw provides alignment and consistency in the Committee Terms of Reference and includes amendments such as clarification of who is permitted to serve on a committee, role of County staff on committees, and committee appointments.
   
• 2021 Board and Committee Public Member Appointments
  Council approved the appointments to the Sturgeon County Internal Boards and Committees as recommended following interviews held with candidates on November 2, 2020. These appointments come into effect on January 1, 2021. Click here to see a list of the new appointments.
   
• Bylaw 1514/20 – Amendments to Land Use Bylaw 1385/17 (Technical Redistrictings)
  Council held a public hearing on Bylaw 1514/20, a bylaw to amend the Land Use Bylaw 1385/17 to address 14 properties that had not been addressed in the previous Land Use Bylaw update completed in 2017. The Bylaw will be back before Council for consideration on November 24, 2020.
