Youth Advisory Committee 2024 Annual Update 

Council accepted the Youth Advisory Committee 2024 Annual Update as information. 


Here are the highlights from Sturgeon County Council’s Regular Meeting on December 10.

Public Hearing – Bylaw 1660/24 – Amendment to Land Use Bylaw 1385/17 – Redistricting a Portion of SW-1-55-25-4 (25018 Highway 37) from AG – Agriculture District to I3 – Industrial Unserviced District 

Council held a public hearing for Bylaw 1660/24, a proposed redistricting of a portion of 25018 Highway 37 from AG – Agriculture District to I3 – Medium Industrial Unserviced District. If passed, it will allow for a company that specializes in the manufacturing of crane and rig mats to relocate their existing operation from Acheson Industrial Park to the parcel. Council will consider the submissions received and make a decision at a future Council meeting. 

2025 Appointment of Fire Guardians 

County Council appointed the 2025 list of Fire Guardians. Fire guardians enforce the Forest and Prairie Protection Act within the boundaries of the municipality, except that part of the municipality that is within a forest protection area. 

Starkey Hills Outline Plan – Request to Schedule a Non-Statutory Public Hearing 

Council directed Administration to schedule a non-statutory Public Hearing for the proposed Starkey Hills Outline Plan which affects this plan area. 

Amendment to the 2023 – 2026 Fire Service Agreements with the Town of Gibbons and the Town of Morinville 

Council authorized the Mayor and Chief Administrative Officer to execute a 2023 – 2026 Fire Services Agreement Amendment with the Town of Gibbons. The agreement clarifies equipment responsibilities between the two municipalities. Council also authorized the Mayor and Chief Administrative Officer to execute the 2023 – 2026 Fire Services Agreement Amendment with the Town of Morinville. The agreement includes adjustments to area of responsibility to better reflect proximity to services and clarifies equipment responsibilities between the two municipalities. 

Sturgeon County – Town of Morinville Peace Officer Jurisdiction Agreement 

Council authorized the Mayor and Chief Administrative Officer to execute the Sturgeon County – Town of Morinville Peace Officer Jurisdiction Agreement. The agreement expands the provincial jurisdiction of Sturgeon County Peace Officers to include property and buildings that Sturgeon County owns or leases within the Town of Morinville. Similarly, the Town of Morinville Peace Officers’ provincial jurisdiction would expand to include Town-owned property in Sturgeon County. 

Council authorized the Mayor and Chief Administrative Officer to execute the Legal Arena Modernization Funding Agreement. The funding for the agreement was previously debated and approved at the May 14, 2024 Regular Council Meeting. The agreement enhances regional collaboration and ensures County residents benefit from improved recreational opportunities at the Legal Arena, promoting community well-being and quality of life. 

Notice of Intention to Expropriate Lands for the Starkey Road Pedestrian Bridge and Pathway Project 

Council approved the resolution for the Notice of Intention to Expropriate Land for the Starkey Road Pedestrian Bridge and Pathway Project as outlined in this project location map. The County will now register a Notice of Intention at the Land Titles office and serve Notice of Intention to all landowners and interest holders. 

2025 General Municipal Election Matters 

Council passed Bylaw 1663/24, which repeals and replaces the existing Election Bylaw 1522/20, 2021 Municipal Election Nomination Deposits Bylaw 1527/21, and Election Signage Bylaw 1534/21.  

The proposed bylaw offers improvements to the way Sturgeon County holds its municipal election, including longer voting hours and expansive voting opportunities for electors. 

Council appointed Jesse Sopko as Returning Officer and Melodie Steele as Substitute Returning Officer for the 2025 general municipal election. Council also authorized Administration to enter into joint election agreements for the conduct of 2025 local authority elections with the Sturgeon Public School Division, the Greater St. Albert Roman Catholic Separate School Division, and the Elk Island Catholic Separate School Division.  

Bylaw 1666/24 – Chief Administrative Officer Bylaw – First Reading 

Council gave first reading of Bylaw 1666/24, which proposes to repeal and replace the existing Chief Administrative Officer Bylaw 1100/06. The bylaw will update the powers, duties, and functions that are delegated to the CAO. The bylaw has not been updated in 19 years. 

Procurement Policy Amendment 

Council approved the amended Procurement Policy as presented. The proposed policy sets out the guiding principles of the County’s procurement practices, while ensuring Administration can remain agile in developing and implementing administrative processes that align with and support Council’s priorities, and replaces the current Procurement Policy (2021). 

Villeneuve Fencing and Landscaping Public Engagement Update 

Council directed Administration to prepare an updated cost assessment of noise attenuation barrier / fencing options, identify any encroachment issues, provide funding alternatives, and re-engage the community of Villeneuve for confirmation of a preferred option and funding commitment. 

2025 Gravel Supply Contract Award 

Council awarded the 2025-2026 Gravel Supply Contract for the Legal Stockpile to Auger Sand and Gravel Inc. at a contract price of $596,250.00 (excluding GST), including the option to extend for a period of one additional year for a total potential contract price of $1,207,500.00 as per the 2025-2026 gravel supply tender submission results. Council also awarded the 2025-2026 Gravel Supply Contract for the Villeneuve Area to Lafarge Canada at a contract price of $482,500.00 (excluding GST), including the option to extend for a period of one additional year for a total potential contract price of $977,500.00 as per the 2025-2026 gravel supply tender submission results. 

Council authorized the Mayor and Chief Administrative Officer to execute the Legal West Water Supply Agreement.  For Sturgeon County residents accessing the Legal West water supply, water rates will match those of town residents. Council also authorized the Mayor and Chief Administrative Officer to execute the Legal South Water Supply Agreement. For Sturgeon County residents accessing the Legal South water supply, there will be a nominal rate increase ($0.23/m³) and a year-to-year connection fee aligning with current market conditions. 

Land Lease Request – SE-17-56-22-4 

Council voted against entering into a Memorandum of Understanding with Alpin Sun to lease 100 acres of County-owned land at SE-17-56-22-4. 

Intergovernmental Matter 

Council discussed an intergovernmental matter in closed session.

  • At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input. 
  • Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw
  • Public hearings are open to any members of the public to view or provide input. 
    • Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings 
    • Making a written submission: you can provide a written submission by email up to the close of the public hearing. 
    • Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277. 
  • When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
