Here are the highlights from Sturgeon County Council’s regular meeting on January 28, 2025.
First reading of Bylaw 1662/24 – Site Grading Amendments 2025
Council gave first reading of Bylaw 1662/24. Site Grading Amendments were proposed and passed as an interim 2024 measure on February 27, 2024 while an Administrative working group was reviewing site grading policy and regulations. The draft bylaw will now proceed to a Public Hearing to hear from affected parties.
First reading of Bylaw 1669/24 – Amendment to Land Use Bylaw 1385/17
Council gave first reading to Redistricting a Portion of SE-34-56-26-4 from AG – Agriculture District to AG2 – Agriculture 2 District. The purpose of the application is to facilitate a development permit for an Event Venue. The draft bylaw will now proceed to a Public Hearing to hear from affected parties.
First reading of Bylaw 1670/24 – Amendment to Land Use Bylaw 1385/17
Council gave first reading to Bylaw 1670/24 – Redistricting a Portion of SW-29-55-26-4 from R4 – Hamlet Serviced District to DC24 – Direct Control District 24. The purpose of this application is to facilitate the relocation of a Recreational Vehicle Sale operation (All Sun’s RV Ltd) to Riviere Qui Barre. The draft bylaw will now proceed to a Public Hearing to hear from affected parties.
Riviere Qui Barre Agricultural Society – License Agreement
Council approved the License Agreement between Sturgeon County and the Riviere Qui Barre Agricultural Society. The agreement updates the previous agreement and updates the terms of agreement, clarifies maintenance responsibilities and the right to develop.
Intermunicipal Collaboration Framework Extensions
Council approved an extension to review the Intermunicipal Collaboration Frameworks (ICF) of the following municipalities until March 31, 2027: County of Barrhead, Town of Bon Accord, Town of Gibbons, Lac Ste. Anne County, Lamont County, Town of Legal, Town of Redwater, Summer Village of Sandy Beach, Thorhild County and Westlock County. The Municipal Government Act requires the County to have ICFs with all municipalities sharing common boundaries where those neighbouring municipalities are not members of the same growth management board.
Canada Post – Canadian Union of Postal Workers Industrial Inquiry Commission Submission
Council accepted as information a request from the CUPW to write a letter to the Federal Minister of Labour, Steven MacKinnon, and the Federal Minister of Public Services and Procurement of Canada, Jean-Yves Duclos, who is responsible for Canada Post, to provide the municipal perspective on a number of issues. Administration will continue to monitor the situation and bring forward opportunities for input following during the public consultation process, if it goes ahead.
Deterrence of Unauthorized Vehicular Access on Pedestrian Trails
Council directed Administration to provide information, analysis, and options at the February 6, 2025 Capital Committee meeting regarding potential infrastructure improvements to deter unauthorized vehicular access on pedestrian trails in Sturgeon County.
Facilitating Tobogganing Activities on Municipal Lands
Council directed Administration to provide information, analysis, and options for tobogganing activities on municipal lands in Sturgeon County, including potential levels of service such as lighting.
Traffic Calming Infrastructure Pilot Project on Estate Way
Council directed Administration to provide information, analysis, and options regarding a potential traffic calming infrastructure pilot project on Estate Way to mitigate traffic speeding and short-cutting.
Economic Development Advisory Board 2024 Annual Update
Council accepted the Economic Development Advisory Board (EDAB) 2024 Annual Update as information. The EDAB provides advice to Council and Administration on policies and potential actions related to strategic goals and objectives for economic development in Sturgeon County.
Sturgeon County 2024 Year in Review Report
Council received the Sturgeon County 2024 Year in Review Report as information. Sturgeon County’s ‘Year in Review Report’ provides status updates on all the corporate initiatives previously listed in the organization’s Corporate Business Plan.
2025 – 2028 Corporate Business Plan (CBP)
Council received the Sturgeon County 2025 – 2028 Corporate Business Plan as information. The CBP is a medium-term strategic planning document that identifies the County’s key corporate initiatives anticipated over a four-year period. The CBP is a “rolling plan,” updated annually, that implements direction set in Council’s Strategic Plan.
Industrial Heartland Utility Provision Strategic Initiative Update
Council received the Industrial Heartland Utility Provision Strategic Initiative Update as information. Sturgeon County has begun the process of researching and evaluating the viability of creating a water intake facility in the Industrial Heartland.

Rural Municipalities of Alberta Board Governance Review Member Survey
Council directed the Mayor to submit a response to the Rural Municipalities of Alberta (RMA) Board Governance Review Survey as discussed in a closed session.
Contractual Matter
Council discussed a contractual matter in closed session.
Contractual Matter -Villeneuve Airport 3 Year Water and Sewer Operational Servicing Contract Extension
Council authorized the Chief Administrative Officer to enter into a three-year contract extension for the water and wastewater operational servicing agreement with the Edmonton Regional Airports Authority for the Villeneuve Airport, subject to the development of a mutually acceptable agreement.
Intermunicipal Matter
Council discussed an intermunicipal matter in closed session.
Chief Administrative Officer Recruitment
Council was provided an update on the status of the recruitment of a permanent Chief Administrative Officer.

- At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
- Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw.
- Public hearings are open to any members of the public to view or provide input.
- Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
- Making a written submission: you can provide a written submission by email up to the close of the public hearing.
- Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
- When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
