Here are the highlights from Sturgeon County Council’s Regular Meeting on November 26.
Bylaw 1659/24 – 2025 Fees and Charges Bylaw – Second and Third Readings
Council passed Bylaw 1659/24 (2025 Schedule of Fees and Charges). This bylaw establishes rates, fees, and charges payable for municipal services provided by the County.
Utility Charge Cancellation Request – Account 08155.020
Council cancelled penalties accrued on Utility Account 08155.020 which have been transferred to Tax Roll 2987070, in the amount of $753.62.
Divisional Community Building Roundtable Events
Council approved a Terms of Reference for Community Building Roundtable Events. This document outlines standards and planning requirements for a series of public engagement sessions on land use planning scheduled for 2025.
Council also directed Administration to organize a joint Community Building Roundtable Event in Q1 of 2025 to be held in Division 3.
Hydrogen Fueled Electric Power – Level 3 Charging Station Project – Request for Sturgeon County Participation
Council approved Sturgeon County’s participation in the Hydrogen Fueled Electric Power Project and allocated $25,000 in funding to advance this project.
Administration was directed by Council to provide performance updates on the Hydrogen Fueled Electric Power Project within Sturgeon County’s corporate initiative reporting schedule.
Council Remuneration & Business Expense Policy and Council Technology Allowance & Support Policy
Council approved the Council Remuneration and Business Expense Policy, which was developed in accordance with recommendations from an independent Citizen Task Force. This policy, which takes effect following the next municipal election in October 2025, directs compensation for the Mayor and Councillors, including salary, benefits, pensions, allowances, and any other form of compensation.
Council also approved the Council Technology Allowance and Support Policy. This policy prescribes the technology allowance and support available to Council.
Bylaw 1663/24 – Election Bylaw – First Reading
Council gave first reading of Bylaw 1663/24. This bylaw establishes procedures for Sturgeon County elections and prescribes when municipal, provincial, and federal election signage may be erected in advance of an election.
2025 Board and Committee Public Member Appointments
Council approved the appointment of public members to Sturgeon County Boards and Committees for terms commencing January 1, 2025. This year, the County recruited for vacant positions on eight Boards and Committees.

Draft Agriculture Master Plan
Administration provided an update to the Committee on the draft Agriculture Master Plan. This plan is meant to identify a long-term vision and desired sector outcomes to ensure that the agricultural sector continues to thrive and grow in Sturgeon County, while aligning closely with the County’s Strategic Plan.
2024 Audit Service Plan Presentation
The Committee accepted the 2024 Audit Service Plan as information. This plan describes the auditor’s audit approach, engagement team, scope, and timeline of anticipated deliverables.
Safe Communities Facilitator Update
The Committee received the Safe Communities Facilitator November 26, 2024 Update as information. Sturgeon County’s Safe Communities Facilitator aims to enhance community safety by addressing core issues related to rural crime through resident education and interagency collaboration (a two-year pilot program tentatively ending in 2025).

Redwater RCMP Detachment Quarterly Update

The Committee received the Fort Saskatchewan RCMP Detachment November 26, 2024 Quarterly Update as information.
Community Services Advisory Board 2024 Annual Update
The Committee accepted Sturgeon County’s Community Services Advisory Board 2024 Annual Update as information. The Community Services Advisory Board is a Council Committee that makes recommendations and reports to Council on matters pertaining to Parks, Recreation, Culture, Family and Community Support Services, and Library Services.
Transportation Advisory Committee 2024 Annual Update
The Committee accepted the Transportation Advisory Committee 2024 Update as information. The Transportation Advisory Committee is a Council Committee that makes recommendations and reports to Council on the delivery of the County’s transportation-related services with the objective of enhancing customer experience and the performance of the organization’s transportation infrastructure.
The Committee also referred the Transportation Advisory Committee’s recommendations and endorsements to Administration to identify any associated budgetary implications. Findings will be presented to Council in Q1 2025.

- At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
- Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw.
- Public hearings are open to any members of the public to view or provide input.
- Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
- Making a written submission: you can provide a written submission by email up to the close of the public hearing.
- Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
- When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
