Here are the highlights from Sturgeon County Council’s regular meeting on July 16, 2024.
Dale MacMillan Scholarship for Community Leadership presented
Council awarded the 2024 Dale MacMillan Scholarship for Community Leadership to Alynne Dostie and Brett Majeau. This scholarship recognizes leaders in the community in recognition of Dale MacMillan’s commitment to community involvement. Learn more about this year’s recipients.
Sturgeon Valley
Council accepted the Sturgeon Valley What We Heard Report as information. This report summarizes public input received at the information and engagement session on May 30, 2024, as well as the subsequent survey. View the What We Heard Report.
Council directed Administration to engage with interested Sturgeon Valley developers in August/September 2024 to gather input prior to development applications being submitted. Council also directed Administration to prepare options and recommended next steps for the Sturgeon Valley for Council consideration following the engagement sessions with developers.
Council directed Administration to prepare recommended scoping, required resourcing, and topics for resident roundtable engagements to be conducted in fall/winter 2024. These sessions would gather perspectives from residents in other areas of Sturgeon County, relating to community and other land use matters.
Debenture bylaws approved
Council gave second and third reading of Bylaw 1654/24 – Sturgeon Road and Range Road 250 Roundabout Debenture Bylaw to support completion of a roundabout at the intersection of two of the County’s busiest roadways. This project ensures the intersection continues to function at an acceptable level for years to come, while supporting development in the Sturgeon Valley and improving safety.
Council gave second and third reading of Bylaw 1655/24 – Landing Trail Waterline Connection Debenture Bylaw to decommission the Landing Trail Pumphouse and Reservoir which is at the end of its life and has inefficient water storage capacity, and connect the Landing Trail Waterline to the Sturgeon Industrial Park water network.
Letter of support for Sturgeon River Watershed Alliance
Council authorized the Mayor to provide a letter of support to the Sturgeon River Watershed Alliance as part of its application for funding through the Alberta Community Partnership grant program. This funding would support the tracking of the implementation of the Watershed Management Plan, restoration and native vegetation naturalization projects, continuation of water quality monitoring, and collaborative workshops and education.
Appointment of Sturgeon County representative to Edmonton Regional Airports Authority (ERAA) Board of Directors
Council reappointed Sandra Marocco as Sturgeon County’s representative on the ERAA Board of Directors, for a term of January 1, 2025 to December 31, 2028.

Mid-Year Report
Council accepted the 2024 Mid-Year Report as information. This report provides status updates on all corporate initiatives identified in the Corporate Business Plan.
Employee Engagement Survey results
Council accepted the 2024 Employee Engagement Survey results as information. These results showcase employee perspectives of Sturgeon County as a workplace and measure results against previous years as well as other Canadian municipalities.

- At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
- Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw.
- Public hearings are open to any members of the public to view or provide input.
- Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
- Making a written submission: you can provide a written submission by email up to the close of the public hearing.
- Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
- When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
