Here are the highlights from Sturgeon County Council’s Regular Meeting on November 12.
2025 Meeting Calendar
Council approved the proposed 2025 meeting calendar. This sets the dates for regular council meetings, Committee of the Whole, Budget meetings and Capital Committee meetings for 2025.
Century Hills (formerly Estates of Tuscany) Outline Plan and Associated Land Use Bylaw Amendment 1648/24 – Second and Third Readings
Council approved Stage 1A of the Century Hills Outline Plan and directed Administration to work with the applicant to reflect a need for proposed lots to match with abutting existing lots, and for maximum development density to be complementary to the most recently approved Sturgeon Valley Core neighbourhood.
Council will consider second and third readings of Bylaw 1648/24 at a future Council Meeting.
Bylaw 1646/23 – Road Closure Bylaw – Block 3 Plan 866 CG, Alcomdale – Second and Third Readings
Council gave second third readings of Bylaw 1646/23. The intention is to consolidate all parcels together under one title after the roads are closed to enable a current existing playground structure at the Alcomdale Community League.
Bylaw 1660/24 – Amendment to Land Use Bylaw 1385/17 – Redistricting a Portion of SW-1-55-25-4 (25018 Highway 37) from AG – Agriculture District to I3 – Industrial Unserviced District – First Reading
Council gave first reading of Bylaw 1660/24, which proposes to redistrict a parcel located along Highway 37 from AG – Agriculture District to I3 – Industrial Unserviced District. The matter will now go to a public hearing to allow Council to hear from affected parties.
Bylaw 1659/24 – 2025 Fees and Charges Bylaw – First Reading
Council gave first reading of Bylaw 1659/24. This bylaw sets in place the rates, fees and charges payable for municipal services provided by the County. Council will consider second and third readings of the bylaw at a future Council Meeting.
Bellerose Park as a Designated Leash Area
Council approved Bellerose Park as a Designated Leash Area pursuant to section 6.1 of the Dog Control Bylaw 1352/15, excluding the constructed off-leash area, which shall be Designated as an Off Leash Area pursuant to section 7.1 of the Bylaw, identified by proper signage. This will ensure that the park is safe and welcoming for all park users including children, adults and dogs. A public information campaign will be initiated to inform park users.
Hydrogen Fueled Electric Power – Level 3 Charging Station Project – Request for Sturgeon County Participation
Council directed Administration to bring forward a recommendation on Sturgeon County’s participation in the Hydrogen Fueled Electric Power – Level 3 Charging Station Project at the November 26, 2024 Regular Council Meeting. The Department of National Defence is piloting a system that involves installing an off-grid, hydrogen-fueled electric vehicle Level 3 DC Fast Charging Station and has requested Sturgeon County be a part of this project.
Process Water Initiative Procurement
Council directed Administration to commence commercially confidential meetings with select proponent vendors that participated in the completed Process Water Initiative Expression of Interest process.
Potential Amendments to the Community Standards Bylaw (Councillor Stang)
Council directed Administration to prepare information, analysis, and options regarding potential amendments to the enforcement, offences, and penalties provisions of Bylaw 1433/19, the Community Standards Bylaw.
Potential Historic Designation of Victoria Trail Bridge (Councillor Derouin)
That Council direct Administration to prepare information, analysis, and options regarding the potential historic designation of Victoria Trail and bridge.
Committee of the Whole
Agricultural Service Board and ALUS Partnership Advisory Committee 2024 Annual Update
The Committee accepted the Agricultural Service Board and ALUS Partnership Advisory Committee 2024 Annual Update as information.
Sand and Gravel Advisory Committee 2024 Annual Update
The Committee accepted the Sand and Gravel Advisory Committee 2024 Annual Update as information.
Council also referred the Sand and Gravel Advisory Committee’s recommendations to Administration to provide further information, analysis, and recommendations for Council’s consideration at a future Council Meeting.
2025 Council Operating Budget Requests
The Committee accepted the 2025 Council Operating Budget Requests report as information. These requests will be considered along with other 2025 operating service enhancements at the November 19-20, 2024 Council Budget deliberations.
2024 Council Remuneration Review Policy Implementation
The Committee referred the draft Council Remuneration and Business Expense Policy and draft Council Technology Allowance and Support Policy to Council to Council for consideration of approval. The draft policies reflect the recommendations of the Council Remuneration Task Force, comprised of 5 Sturgeon County residents who completed extensive analysis in the spring and summer of 2024.

- At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
- Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw.
- Public hearings are open to any members of the public to view or provide input.
- Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
- Making a written submission: you can provide a written submission by email up to the close of the public hearing.
- Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
- When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
