Sturgeon County Council Recap: October 22, 2024

Here are the highlights from Sturgeon County Council’s Organizational Meeting on October 22. 

Appointment of Deputy Mayor – November 1, 2024 to April 30, 2025 

Council appointed Councillor Kristin Toms as Deputy Mayor for the period of November 1, 2024 to April 30, 2025. 

2024-2025 Council Appointments to Boards, Committees and Commissions 

Council approved the 2024/2025 Council Boards, Committees and Commissions Appointment List as presented. Council also appointed Councillor Deanna Stang as a regular member, and Councillor Jason Berry as an alternate member, of the Governance and Council Services Committee. 


Here are the highlights from Sturgeon County Council’s Regular Meeting on October 22.

Request for Utility Charge Cancellation – Utility Account 08155.020 

Council deferred a request to cancel utility charges in the amount of $2,339.59 for Utility Account 08155.020 to a future Council meeting, asking Administration to bring back more information.  

On September 24, 2024, the property owner had requested that Council waive the utility charges caused by burst frozen pipes. 

Land Matter 

Council referred a request to lease land at SE-17-56-22-4 to Administration for further review and to bring forward a recommendation at a future Council Meeting. 

Council approved $215,000 for legal services pertaining to the procurement of a partner, establishment of an agreement, and creation of a governance structure for a new Process Water Utility, funded from the General Operating Reserve.

  • At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input. 
  • Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw
  • Public hearings are open to any members of the public to view or provide input. 
    • Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings 
    • Making a written submission: you can provide a written submission by email up to the close of the public hearing. 
    • Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277. 
  • When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
