REGULAR COUNCIL MEETING
Town of Gibbons Presentation on its Financial State and Path Forward
Council accepted the Town of Gibbons presentation regarding its financial situation and potential recovery pathways as information.
Public Hearing – Bylaw 1674/25 to Close a Portion of Road Plan 1408CL (Range Road 230)
Council held a public hearing to receive submissions regarding Bylaw 1674/25, a proposed closure of a portion of Township Road 230.
The Bylaw will be referred to the Minister of Transportation and Economic Corridors for endorsement. Following that step, Council will consider any public submissions received and make a final decision regarding the proposed road closure.
Public Hearing – Bylaw 1693/25 to Close and Align Portions of Township Road 553A (Boysdale Road) and Range Road 222A (Lamoureux Drive)
Council held a public hearing to receive submissions regarding Bylaw 1693/25, a proposed closure of a portion of Township Road 553A (Boysdale Road) and Range Road 222A (Lamoureux Drive) as shown in the overview map.
The Bylaw will be referred to the Minister of Transportation and Economic Corridors for endorsement. Following that step, Council will consider any public submissions received and make a final decision regarding the proposed road closure.
Public Hearing – Bylaw 1701/25 Century Hills Land Use Bylaw Amendment – Redistricting a Portion of NE-13-54-25-W4M from AG to R7, C3, PU, and POS Districts
Council held a public hearing to receive submissions regarding Bylaw 1701/25, a proposed land use bylaw amendment to redistrict a portion of NE-13-54-25-W4M from the Agriculture District to the Transitional Valley Residential District (R7), Neighbourhood Commercial District (C3), Public Utility District (PU), and Public/Private Open Space District (POS). This amendment would allow for a multi-lot development within this portion of Century Hills as outlined in the Century Hills Outline Plan.
Council will consider the public submissions received and make a decision at a future Council meeting.
Request for Property Tax Refund Due to Fire Loss – Tax Roll 2781000
Council authorized a refund of $618.03, representing a pro-rated portion of the 2025 tax levy based on the revised property value for Tax Roll 2781000 as a result of a fire that occurred in 2025.
Town of Gibbons Viability Review – Correspondence from Alberta Municipal Affairs
Council accepted to take part in the provincial Viability Review of the Town of Gibbons and directed Administration to share any needed information and work with the reviewers during that process.
Council directed Administration to prepare an analysis of known implications if the Town of Gibbons were to dissolve into Sturgeon County following the conclusion of the provincial Viability Review.
Bylaw 1706/26 – Amendment to 2026 Fees and Charges Bylaw – Three Readings
Council approved Bylaw 1706/26, which will align revenue collected from wastewater charges to the 2026 budget supporting utility infrastructure needs and operations.
Bylaw 1698/25 – Land Use Bylaw Amendment – Redistricting a Portion of NW, SW, NE & SE 30-56-26-4 from AG – Agriculture District to DC25 – Direct Control District 25 – First Reading
Council gave first reading of Bylaw 1698/25; this proposal would redistrict a portion of NW, SW, NE & SE 30-56-26-4 from Agriculture District (AG) to a Direct Control District 25 (DC25) for the purpose to provide a range of residential, agricultural, institutional and other uses normally associated with a communal farming colony. A public hearing will be scheduled to receive public feedback on the application.
Heartland Strategic Potable Water and Partnership Plan (Mayor Hnatiw)
Council directed Administration to prepare a Heartland Strategic Potable Water and Partnership Plan for consideration in Q2 2026. This plan would focus on potable water access and distribution, and reference current state and strategic options.
Council approved up to $200,000 be allocated from the Heartland Infrastructure and Attraction Reserve to support the development of the Heartland Strategic Potable Water and Partnership Plan.
Council directed Administration to offer temporary administrative support to the meetings of the Capital Region Northeast Water Services Commission, within the existing capacity of the organization.
Advocacy on Improvement to the Intersection at Highway 38, 643 and Township Road 570 (Councillor Berry)
Council directed Administration to engage the Government of Alberta on improving the intersection at Highways 38, 643, and Township Road 570, and bring back updates, connections to existing initiatives, and options to Council in Q1 2026.

The Committee accepted the Small Business Incentive Program Update as information. The update outlined the funding provided to the 2025 Small Business Incentive recipients, as well as updates to the program for 2026.

At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the new Sturgeon County Public Notification Bylaw.
Public hearings are open to any members of the public to view or provide input.
Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
Making a written submission: you can provide a written submission by email up to the close of the public hearing.
Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-0620.
When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
