Here are the highlights from Sturgeon County Council’s regular meeting on February 11, 2025
Enforcement Agreement with the Summer Villages of Sandy Beach and Sunrise Beach
Council directed Administration to enter into an Enforcement Agreement with the Summer Village of Sandy Beach and an Enforcement Agreement with the Summer Village of Sunrise Beach for a period of five years. These agreements allow for the enforcement of municipal bylaws and give peace officers the authority to administer certain provincial statutes in these summer villages.
Split of Assessment and Tax Notices
Council approved the splitting of assessment and tax notices for 2026 and directed Administration to bring forward funding requirements for Council’s consideration during 2026 budget deliberations.
Project Forest Letter of Support
Council approved the execution of a Letter of Support for a proposed rewilding partnership with Project Forest and Pembina Pipeline Corporation to support land conservation, restore native vegetation, and balance ecological and cultural priorities in the Sandy Lake Wilderness area.
Honourary Naming of Range Road 224 to Opal Road
Council directed Administration to provide information, analysis, and options for the honourary renaming of Range Road 224 to “Opal Road,” including recommended consultation.
Letter from J. Scantland, Director, Legal Solar STL Inc.
Council received a letter from J. Scantland, Director, Legal Solar STL Inc. with an update on development activities for the proposed Legal Solar Project. A temporary pause has been placed on the project for the proponent to review its objectives, timelines, and overall stakeholder impact, which will be presented to the Alberta Utilities Commission by February 28, 2025.
Letter from the Honourable Ric McIver, Minister Municipal Affairs – Watershed Alliance
Council received a letter from the Honourable Ric McIver, Minister Municipal Affairs informing watershed alliance members that Parkland County has been approved for a grant of $200,000 in support of the Sturgeon River Watershed Alliance Intermunicipal Watershed Planning project.
Letter from the Honourable Ric McIver, Minister, Municipal Affairs – EMRB Membership
Council received a letter from the Honourable Ric McIver, Minister Municipal Affairs acknowledging Sturgeon County’s decision to opt out of the Edmonton Metropolitan Region Board (EMRB) once membership shifts to a voluntary model.

- At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
- Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Public Notification Bylaw.
- Public hearings are open to any members of the public to view or provide input.
- Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
- Making a written submission: you can provide a written submission by email up to the close of the public hearing.
- Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
- When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
