Here are the highlights from Sturgeon County Council’s regular meeting on January 27, 2026.
REGULAR COUNCIL MEETING
Public Hearing – Bylaw 1690/25 to Close a Portion of Township Road 555
Council held a public hearing to receive submissions regarding Bylaw 1690/25, a proposed closure of a portion of Township Road 555.
The Bylaw will be referred to the Minister of Transportation and Economic Corridors for endorsement. Following that step, Council will consider any public feedback submissions received and make a final decision regarding the proposed road closure.
Public Hearing – Bylaw 1668/24 – Amendment to Land Use Bylaw 1385/17 – Redistricting a Portion of NW-17-54-26-4 from AG – Agriculture and DC1 – Direct Control District 1 to RE-DC3 – Resource Extraction Direct Control District 3
Council held a public hearing to receive submissions regarding Bylaw 1668/24, a proposed redistricting of a portion of NW-17-54-26-4 from Agriculture and Direct Control District 1 to Resource Extraction Direct Control District 3.
Council will consider the public submissions received and make a decision at a future Council meeting.
Consolidated Contract Award Report – November 9 to January 15, 2026
Council received the Consolidated Contract Award Report of November 9, 2025 to January 15, 2026 as information.
Class Action Lawsuit Settlement – Mylan Pharmaceuticals
Council received the Class Action Lawsuit Settlement, Mylan Pharmaceuticals, update as information.
The City of Grande Prairie and the City of Brantford are leading a national opioid class action on behalf of municipalities across Canada; Sturgeon County is included as part of this broader municipal group, even though this is not a lawsuit that Sturgeon County is independently pursuing.
Cost-share Funding Request for Construction of an Undeveloped Portion of Range Road 202
Council declined to enter into a cost-sharing agreement for the construction of the undeveloped road allowance at Range Road 202 to a Class 3 standard as per the County’s General Municipal Servicing Standards.
Range Road 235 (Lily Lake Road) – Variable Speed Limit
Council directed that any business expansion proposals along Lily Lake Road that increases traffic volumes must include specific road or infrastructure upgrades to ensure safety.
Council also directed that Administration engage Prairie Gardens and Adventure Farm regarding its plans for appropriate land use zoning and infrastructure to safely accommodate its business expansion interests.
Bylaw 1694/25 to Close and Dispose of a Portion of Range Road 222 – First Reading
Council gave first reading of Bylaw 1694/25; this proposal would legally close and dispose of a portion of Range Road 222 as identified in the overview map provided. This closure and disposal would begin 800 metres south of Highway 643 and north of Township Road 560, within the Industrial Heartland, to facilitate a proposed large industrial development.
Debenture Bylaws for 2026 Capital Projects – First Readings
Council gave first reading of three debenture bylaws: Bylaw 1702/26, Bylaw 1703/26, and Bylaw 1704/26. These proposals would authorize the use of long-term borrowing to fund capital projects (approved as part of the County’s 2026 Capital Budget and the 2027 Capital Financial Forecast).
CLOSED SESSION
Regional Partnership Opportunity
Council approved in principle an allocation of $12,000 in 2026, $8,000 in 2027, and $4,500 in 2028 to the “Regional Partnership Opportunity,” subject to an agreement approved by the Chief Administrative Officer.

Redwater Recreation Area After-Action Review Presentation
The Committee received the Redwater Area After-Action Review presentation as information for future planning purposes and workplan development.
The Redwater Recreation Area Wildfire After-Action Review was proactively developed at Council’s direction to help the County review the approaches it took during the May 2025 wildfire response and operationalize lessons learned. The full report can be found here.

The Committee received the Long Range Planning Items (2026-2027) presentation as information.
Transportation Advisory Committee Annual Update
The Committee received the Transportation Advisory Committee Annual Update as information.
The Committee also referred the Transportation Advisory Committee’s recommendations and endorsements to Administration to identify the budgetary implications and present those to Council in Q2 2026.
Youth Advisory Committee Annual Update
The Committee received the Youth Advisory Committee Annual Update as information.

At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the new Sturgeon County Public Notification Bylaw.
Public hearings are open to any members of the public to view or provide input.
Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
Making a written submission: you can provide a written submission by email up to the close of the public hearing.
Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8029.
When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
