Here are the highlights from Sturgeon County Council’s regular meeting on June 24, 2025.
Public Hearing – Bylaw 1681/25 – Municipal Development Plan Modernization
Council held a public hearing to receive submissions for or against Bylaw 1681/25, a proposed update to the County’s Municipal Development Plan to improve the Plan’s readability and associated communication and engagement with the public.
Council will consider the presentations made during the hearing and any registered written submissions, and will make a decision at a future Council meeting.
Public Hearing – Bylaw 1684/25 – Neighbourhood Area Structure Plan (Planning Area 1) Sturgeon Valley South ASP
Council held a public hearing to receive submissions for or against Bylaw 1684/25 which proposes the adoption of the Sturgeon Valley South Planning Area 1 Neighbourhood Area Structure Plan (NASP).
This plan would build upon the existing framework for the area and policies established by the Area Structure Plan (ASP), allowing developers the opportunity to submit ‘Outline Plans’ for their respective projects. Outline Plans are non-statutory planning documents that provide detailed information on land-use and infrastructure requirements (addressing development to a multi-lot subdivision scale).
Council will consider the presentations made during the hearing and any registered written submissions, and will make a decision at a future Council meeting.
Consolidated Contract Award Report – May 17 to June 16, 2025
Council accepted the Consolidated Contract Award Report of May 17 to June 16, 2025 as information.
Bylaw 1680/25 – Amendment to Bylaw 1548/21 – Sturgeon Industrial Park Offsite Levy Bylaw – Second and Third Readings
Council gave second and third readings to Bylaw 1680/25, allowing the county to keep the offsite levy rates current and ensuring updated requirements within the Municipal Government Act are met.
The purpose of an off-site levy is for a municipality to recover costs associated with new or expanded infrastructure required to support development.
Bylaw 1689/25 – Amendment to Heartland Incentive Bylaw 1552/21 – First Reading
Council gave first reading to Bylaw 1689/25, which would allow for an amendment to the existing Heartland Incentive Bylaw to permit implementation of a phased approach to projects considered under this initiative.
Bylaw 1691/25 – Vista Road and Range Road 230 to Casa Vista Subdivision Debenture Bylaw – First Reading
Council gave first reading to Bylaw 1691/25 requesting that Council approve $4,860,000 in funding from the County’s Municipal Infrastructure Reserve for the rehabilitation of Vista Road and Range Road 230 to Casa Vista Subdivision to be repaid with debenture funding.
Fire Mutual Aid Agreements
Council authorized the Mayor and Chief Administrative Officer to execute the Fire Mutual Aid Agreements with Alexander First Nation, Lamont County, City of St. Albert, and the City of Fort Saskatchewan.
Wetland Replacement Program – Memorandum of Understanding Renewal and Bellerose Park Project Approval
Council authorized the County’s Chief Administrative Officer (CAO) to execute a Memorandum of Understanding with Alberta Environment and Protected Areas to renew the County’s involvement in the Wetland Replacement Program.
Council also authorized the CAO to provide a landowner letter of support to accompany the Bellerose Park Wetland Replacement Project proposal submission to Alberta Environment and Protected Areas and approved $415,000 for the Bellerose Park Wetland Replacement Project (area map here) to be fully offset by funding from Alberta Environment and Protected Areas.
Consideration of Tax Relief for Residential Properties Affected by the Redwater Recreation Area Wildfire
Council authorized the credit or refund of a collective total of $1,072.60 in 2025 property taxes for the properties impacted by the Redwater Recreation Area Wildfire, as listed here.
Waiver of Property Tax Penalties for Properties Affected by the Redwater Recreation Area Wildfire
Council has approved an extension for residents affected by the Redwater Recreation Area Wildfire who live within the previously designated evacuation order area, identified here. These residents now have until December 31, 2025, to pay their property taxes without incurring any late penalties.

STARS Annual Update
Council received the STARS annual update as information. The County’s ‘Ally Impact Report’ developed by STARS was additionally tabled for Council’s awareness.

At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the new Sturgeon County Public Notification Bylaw.
Public hearings are open to any members of the public to view or provide input.
Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
Making a written submission: you can provide a written submission by email up to the close of the public hearing.
Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
