Here are the highlights from Sturgeon County Council’s regular meeting on May 26, 2026.
PROCLAMATIONS

REGULAR COUNCIL MEETING
Public Hearing – Bylaw 1712/26 – Land Use Bylaw Amendment – Morinville Colony Redistricting Application
Council held a public hearing to receive submissions regarding Bylaw 1712/26, an amendment to the Land Use Bylaw, which would redistrict a portion of land from Agriculture District (AG) to Direct Control District 25 (DC25) to provide for a range of residential, agricultural, institutional, and other uses normally associated with a communal farming colony. This would bring the property into compliance.
Council will consider the public submissions received and decide at a future Council meeting.
Consolidated Contract Award Report
Council received the Consolidated Contract Award Report of April 15, 2026, to May 10, 2026 as information.
Bylaw 1710/26 – Pinnacle Village Outline Plan and Redistricting
Council defeated the updated Pinnacle Village Outline Plan and second reading of
Bylaw 1710/26, which proposed to redistrict approximately 14 hectares of land to allow for the proposed 100 multi-lot development known as Pinnacle Village.
Bylaw 1700/25 – Amendment to Land Use Bylaw 1385/17 – Resource Extraction Regulations
Council approved Bylaw 1700/25, an amendment to the Resource Extraction Regulations in the Land Use Bylaw 1385/17. This amendment specifically addresses setback requirements, landowner agreements, and whenfuture operations would be required to redistrict to Resource Extraction Direct Control (RE-DC).
The operator applied for four amendments and Council approved two of the four as recommended by Administration; the natural resource extraction would have no setback from a dwelling on the subject parcel of the extraction itself and on nearby lands that the operator has purchased.
Council defeated the following amendments; returning to private landowner agreements to reduce setbacks and removing setbacks for homes constructed after lands have been designated for resource extraction.
Sturgeon County Joint Use and Planning Agreement
Council approved the Sturgeon County Joint Use and Planning Agreement, which is required by the Government of Alberta to be in place for all municipalities and school divisions within that municipality’s boundaries.
This agreement addresses long-range planning, development and use of school and municipal facilities and playing fields, collaboration, dispute resolution, and regular review.
Sturgeon County Parks Strategy (2026) Adoption
Council approved the Sturgeon County Parks Strategy (2026) for planning purposes; it provides comprehensive framework and decision-making tools to guide future park planning, land acquisition, development sequencing and lifecycle management.
Electric Vehicle Charging Stations – Usage, Operations and Cost Recovery Review
Council received the Electric Vehicle (EV) Charging Stations Report as information and directed Administration to continue to monitor EV charging station usage and support ongoing communications and awareness initiatives related to the County’s EV charging infrastructure.
Council also directed Administration to prepare an amendment to the Fees and Charges Bylaw that would bring the County’s EV charging infrastructure to full cost recovery.
County Centre Security and Customer Service Enhancement Project
Council approved the design of Phase 1 of the County Centre Security and Customer Enhancement Project as well as the temporary financing of $1,500,00 from the Tax Stabilization Reserve. This project will improve the safety of Sturgeon County staff and the public within County Centre.
Council directed Administration to undertake public procurement for the construction of the County Centre Security and Customer Service Enhancement Project, as well as commence preliminary design work and engagement in 2026 for Phase 2 of the project.
Endorsement of Councillor Stang Nomination to FCM Committees
Council approved the endorsement of Councillor Stang’s nomination to serve on committees of the Federation of Canadian Municipalities’ (FCM) Board of Directors for the period of June 2026 to June 2027.
The FCM is a non-partisan (not supporting, opposing, or affiliated with any specific political party) organization that represents the interests of member municipalities on policy and program matters that fall within federal jurisdiction.
All associated costs with Councillor Stang attending FCM committee meetings will be assumed by Sturgeon County.
Notice of Motion: Feasibility of Extending Sturgeon County Broadband Fibre Program to Sturgeon Valley Estates Subdivision
Councillor Berry gave notice that he will introduce a motion at the June 16, 2026 Regular Council Meeting directing Administration to prepare a design drawing package to extend Sturgeon County’s broadband fibre program to the Sturgeon Valley Estates subdivision at a cost of up to $20,000, to be funded from the Municipal Tax Stabilization Reserve.

At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the new Sturgeon County Public Notification Bylaw.
Public hearings are open to any members of the public to view or provide input.

Making a written submission: you can provide a written submission by email up to the close of the public hearing.
Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8029.
When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
