Consolidated Contract Award Report
Council received the Consolidated Contract Award Report of August 23 to November 8, 2025, as information.
Financial Auditor Contract Extension
Council approved the extension of MNP LLP’s appointment as the County’s external financial auditor for the 2026 and 2027 fiscal years, per the Audit Fee Quotation provided by MNP LLP.
Edmonton Global Membership Extension Offer
Council authorized the Mayor to communicate Council’s decision to cease membership in Edmonton Global effective December 19, 2025. Earlier in the meeting, Edmonton Global made a public presentation to Council.
Bylaw 1690/25 to Close a Portion of Township Road 555 – First Reading
Council gave first reading of Bylaw 1690/25 (Road Closure Bylaw). This bylaw would legally close and dispose of a portion of Township Road 555 within SW and SE-33-55-22-W4M. A public hearing will be scheduled to provide the public an opportunity to provide input on the proposed road closure prior to referring the bylaw to the Minister of Transportation and Economic Corridors for endorsement.

The Committee received the Economic Innovation and Growth Activity Update, dated November 25, 2025 as information.
Bylaw 1668/24 Chadi Pit Resource Extraction Redistricting – First Reading
Council gave first reading of Bylaw 1668/24 (Land Use Bylaw Amendment), the goal of which is to redistrict the land to a Direct Control District, allowing for the proposed development of a natural resource extraction operation in the Villeneuve area.
Bylaw 1682/25 Redistricting NE-31-54-26-4 from C1 – Highway Commercial and AG – Agriculture to I1 – Rural Industry Support and AG – Agriculture – First Reading
Council gave first reading of Bylaw 1682/25 (Land Use Bylaw Amendment), the goal of which is to redistrict a portion of NE-31-54-26-4 from C1 (Highway Commercial) and AG (Agriculture District) to I1(Rural Industry Support) and AG, to support the current uses of the applicant’s heater rental and crane mat business and bring the property into compliance.
Bylaw 1674/25 to Close Portion of Road Plan 1408CL (Range Road 230) – First Reading
Council gave first reading of Bylaw 1674/25 (Road Closure Bylaw), the first of three readings legally required to close a portion of Road Plan 1408CL (Range Road 230). The migration of the river over time has caused the road, as currently constructed, to encroach beyond the southeastern boundary of the road allowance into the privately titled land of the SW-7-56-22-W4M. A public hearing will be scheduled to provide the public an opportunity to provide input on the proposed road closure prior to referring the bylaw to the Minister of Transportation and Economic Corridors for endorsement.

At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the Sturgeon County Public Notification Bylaw.
Public hearings are open to any members of the public to view or provide input.
Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
Making a written submission: you can provide a written submission by email up to the close of the public hearing.
Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.
