Public Hearings – Resource Extraction Bylaws (Bylaw 1607/22 and 1608/22)

Following a multi-year review and significant public engagement, Council is considering new rules for resource extraction. If approved, these changes would replace rules that are more than 30 years old.

In accordance with section 606 of the Municipal Government Act, Sturgeon County Council is requesting public input on proposed Bylaw 1607/22 and Bylaw 1608/22.

Bylaw 1607/22

  • Amend the existing Resource Extraction land use district by:
    • adding transportation performance standards
    • adding groundwater management requirements and management plans
    • adding community consultation and communication requirements
    • removing the allowance to reduce the prescribed setbacks if agreed to in writing by area residents
  • Add a new Resource Extraction Direct Control District to the Land Use Bylaw that allows for:
    • exact setbacks to be determined on a case-by-case basis at the redistricting stage
    • built-in flexibility where the regulations can be adapted to the land and its characteristics
    • a process that allows for public input at the public hearing stage and confirmation of relevant regulations by Council prior to third reading of the relevant bylaw
    • a full range of enhanced performance standards applied on a case-by-case basis as Council deems appropriate

Bylaw 1608/22

Provides for the repeal of the Calahoo-Villeneuve Sand and Gravel Extraction Area Structure Plan Bylaw 922/01.

Requirements for speakers

All speakers have five minutes to speak and are encouraged to provide a written copy of their submission before the Public Hearing.

Speaking in person

To speak at the Public Hearing in person, contact Legislative Services at 780-939-8279 or 780-939-8277 to pre-register.

Speaking via videoconference

To speak at the Public Hearing via videoconference, you must register by March 14, 5:30 p.m. by contacting Legislative Services at 780-939-8279 or 780-939-8277. This ensures you receive instructions to access the videoconference.

Written submissions

Email a written submission to Legislative Services. Written submissions are accepted up to the close of the Public Hearing.

If making a written submission, you must include your name, state your interest in the matter (such as a County resident directly impacted by the proposed bylaw), and indicate if you are in favour of or opposed to the proposed bylaw.

Watching the Public Hearing

Sturgeon County offices will be closed on March 29 and April 1 for Good Friday and Easter Monday. Offices will re-open April 2 at 8:30 a.m.
