Proposed SCADA Communications Tower for the Capital Northeast Water Services Commission (CRNWSC) in Sturgeon County, Alberta
Westcan Advanced Communications Solutions (“Westcan ACS”) would like to notify area residents of a proposal to install a new permanent wireless communications tower at the On-Line Storage and Pumping Station situated at 22327 Township Rd 552, Sturgeon County, AB, T0A 1N0. Westcan ACS is therefore undertaking the prescribed public consultation process required by Innovation, Science and Economic Development Canada (ISED) policy for
Radiocommunication and Broadcasting Antenna Systems, CPC-2-0-03.
The proposed installation will be a 50-meter or 160-foot free-standing tower for a new wireless communications system within the fenced confines of the facility. The geographic coordinates of the site are: Latitude: 53.744972° N, Longitude: 113.221444° W.
Westcan ACS strongly support co-location on existing towers and structures as this minimizes the number of towers in a given area and is a more cost-effective way of building new infrastructures. Unfortunately, there were no structures in the area that met our network requirements. The tower is required to establish a wireless link for transmission of radio signals to continuously monitor the operations of the CRNWSC water distribution system and ensure uninterrupted supply of safe drinking water to the member municipalities served by the CRNWSC.
Westcan ACS attests that the radio antenna systems described in this notification package will comply with Health Canada’s Safety Code 6 limits, as may be amended from time to time, for the protection of the general public including any combined effects of additional carrier co-locations and nearby installations within the local radio environment. Westcan ACS attests that the proposed tower installations will respect good engineering practices, including structural adequacy, and will be constructed in accordance with CSA S37-13 Antennas, towers, and antenna supporting structures.
Westcan ACS has completed the submissions for Transport Canada aeronautical obstruction marking assessments and will abide by their tower lighting and painting requirements as per Standard 621. NavCanada has no objection to the proposal.
Westcan ACS attests that the radio antenna system described in this notification package is excluded from environmental assessment under the Canadian Environmental Assessment Act.
The project is being carried out in consultation with the Sturgeon County Planning and Development office.
