Sturgeon County Council Recap | June 13, 2023

Land Use Bylaw Amendments

Casa Vista Pedestrian Bridge Project

Council approved reallocating funding from the 2024 Capital Budget to 2023, which will allow Administration to begin preliminary engineering work, detailed designed, approvals, and tendering, so the replacement of the Casa Vista Pedestrian Bridge can proceed in 2024. The Casa Vista pedestrian bridge replacement was approved as an Open Space capital project in the 2024 Capital Budget.

2023 Budget Amendments

Council approved $24,500 in additional Council conference expenditures and $10,500 in additional Council per diem expenditures. Administration recommended the changes following a review to ensure there are sufficient funds in the budget for Council to carry out their duties. Council also approved a further $25,000 for the CAO’s Office to fund several revenue-generating strategic initiatives that are ongoing and at various stages of readiness. The proposed additional funding is to manage the corporate needs arising from this work with public, private sector groups and institutional investors to grow innovative partnerships.

Construction Contract Awards

Council approved contracts for the following projects:

  • Rehabilitation of Range Road 220, Juniper Hills Subdivision, and Waterdale Park Drainage Improvements Project – the Range Road 220 rehabilitation involves widening and paving 2.4 km of existing gravel road surface to meet the County’s design standards for paved roads. This will include regrading, culvert replacements, base preparation, paving, and fence removal and reinstallation. Juniper Hills Subdivision work (1.9 km) consists of regrading, culvert replacements, base preparation, and paving. The Waterdale Park Subdivision drainage improvement work consists of construction of a stormwater management facility, regrading of ditches, and replacement of culverts. The contract was awarded to Allied Paving Co. Ltd. at a contract price of $6,987,927.30 (excluding GST).
  • Carbondale Road Realignment – the project consists of realignment of Carbondale Road (Township Road 552) from 250m west of Range Road 244 to approximately 650m east of the intersection and 900m of drainage channel construction, common excavation, channel excavation, subgrade preparation, culvert removal and installation, granular base course, and asphalt. The contract was awarded to TBL Construction Ltd. at a contract price of $1,315,385.25 (excluding GST).

Alberta International Airshow Traffic Mitigation Strategy

Council approved the Traffic Mitigation Strategy for the 2023 Alberta International Airshow, which includes parking, ticket sales, and enforcement. Council also approved $70,000 for approach upgrades in the east parking lot at the Villeneuve Airport to support improved traffic flow and safety.

Council will consider the presentations and the submissions and will decide on these bylaws at a future Council Meeting.

  • At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input.
  • Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers.
  • Public hearings are open to any members of the public to view or provide input.
    • Viewing the public hearing: You can view the hearing in-person or via livestream at www.sturgeoncounty.ca/CouncilMeetings
    • Making a written submission: you can provide a written submission by email up to the close of the public hearing.
    • Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277.
  • When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.

The next Sturgeon County Council meeting will be held at 9:00 a.m. on July 4, 2023.
